September 2009 will mark the 10th anniversary of one of the most challenging natural disasters in North Carolina history. Hurricane Floyd created a flood of unprecdented proportions in eastern North Carolina, and in so doing, lifted up a number of stinging issues -- the harsh economic disparities across racial lines, the feebleness of FEMA, a need for greater coordination among law enforcement and emergency groups, and the benefits of creating a policy to protect the welfare of animals during such a disaster. This hour-long documentary raises concerns that played out again as North Carolinians and the United States at large witnessed similar tragedies and government failures during Hurricane Katrina.
